Project Summary

The Energy Security Project (ESP) is a seven-year project funded by the United States Agency for International Development (USAID) and the largest USAID project in Ukraine so far. The USAID ESP is implemented by a USAID Contractor, Tetra Tech ES, Inc., a California-based leading provider of services in the areas of water, environment, infrastructure, resource management, energy, and international development.

The USAID ESP mission is to enhance Ukraine’s energy security, improve the energy legal and regulatory environment in the country, and increase the resilience of Ukraine’s energy supply. This will help to support the country’s economic development and sustain its democracy. USAID ESP is working closely with the Government of Ukraine (GOU) to develop competitive energy markets. By doing so, USAID ESP will facilitate private sector-led energy investments to provide affordable, reliable, resilient, and secure energy for all Ukrainians. USAID ESP is currently in the fifth year of implementation and will run through June 2025.

Position Summary

USAID ESP is currently looking for a Technical Expert who will be responsible to lead energy technical tasks and activities with the Ministry of Infrastructure of Ukraine (MIU) Support Project Team. The focus will be on assisting the ministry evaluate energy projects and prepare proposals for funding of these projects. This is a long-term position, imbedded to the Ministry of Infrastructure of Ukraine for the period of 1 year with the possibility of extension for another term. This position will be based in the office of Ministry of Infrastructure of Ukraine in Kyiv and is expected to be present there for all business days, but it may involve occasional travels. The position will be reporting to the MIU Support Project Manager.

Main Responsibilities

  • Prioritize project activities and provide thought leadership and technical support as needed to accelerate the support activities;
  • Facilitate/lead technical energy activities for the MIU Support Team;
  • Facilitate the development of district heating, combined heat and power, cogeneration, and mini-grid projects
  • Facilitate/support private investment participation;
  • Assist the Sr. Expert Technical in analyzing potential projects to select projects including advising on which projects should be prioritized;
  • Contribute to required deliverables for USAID, including weekly, monthly, quarterly, annual, and other reports;
  • Other duties as assigned;

Qualifications

  • Bachelor’s degree in engineering, Energy or related field;
  • Excellent working knowledge of written and spoken English;
  • At least 7 years of professional experience in energy projects with preference in district heating, combined heat and power, and/or renewable energy;
  • Experience in the feasibility, formulation, technical design and operation of energy projects;
  • Familiarity with capital costs and operation and maintenance cost parameters of district heating, combined heat and power, and/or renewable energy projects;
  • Experience with donor or international financial institution energy projects.
